What part of the MAC address is actually checked?

Only the first three bytes (the OUI) identify the manufacturer. The remaining bytes are a unique device serial that no public database can resolve to a person.

Can this reveal who owns the device?

No. It only returns the company that made the network chip. It cannot tell you the owner, location, or any personal details.

Do randomized MAC addresses work here?

Phones often use private random MACs for privacy. Those usually return no real vendor because the OUI is locally assigned rather than registered.
